The short answer is YES. However the locks have two audio alarms that it uses. First you have an audio tone each time you pass a key card over the lock to unlock it or change a programmed mode. The main audio alarm tone is the tone generated if the lock is left unlocked or violated. The alarm tone is the only tone that can be turned off. This is described in the quick set up sheet each lock owner is emailed.
If you let the batteries completely go dead your in a tough spot. That being said the lock is designed to alert you when the battery voltage is getting low with an audio tone each time you open it. When the battery voltage gets to low it will not relock. Now if you think you might still need a fail safe why to unlock the system then I would get one of our power extension cables and hide the unused end just in case you need to connect an external power source.
No it is not mandatory. If you only have a few cards out then the delete card isn't necessary. However If you have a larger quantity of cards out and you want to regularly delete cards from that lock then yes I would use a delete card.
